Todd F Payne, was appointed as Assistant Airport Director for Strategy and Development for the City of Pensacola in June 2024. Payne brings 38 years of travel industry experience and 18 years in airport leadership focused on air service development, marketing, communications, guest experience and stakeholder relations. He has worked in management roles at four airlines including Piedmont, USAir, VIASA and Hawaiian. He has also held leadership roles in hospitality and destination management including as a Tourism Director for the Island of Aruba, at Sofitel Hotels, the Experience Columbus CVB and at Universal Orlando. Payne will be responsible for assisting with strategic planning, air service development, marketing and communications.

Payne recently served as Director, Air Service and Commercial Development (CCO) for VINCI Airports at Orlando Sanford International Airport leading air service, concessions, rental car, parking and guest service. He previously served as Chief, Air Service, Marketing and Guest Service at the City of Cleveland for Cleveland Hopkins International Airport and Cleveland Burke Lakefront Airport.

Payne has a Bachelor of Science Degree in Business Administration from Ashland University in Ashland, Ohio. He has received CTA and CTC certification from The Travel Institute. Payne received the 2017 Routes Americas Award for outstanding route development and marketing for a North American Airport of 4-20 million passengers.
